The Social Welfare Services are responsible under the law for approving, inspecting and terminating the operation of social care programmes. Inspections are aimed at ensuring minimum levels of operation, inter alia, in terms of staff qualifications, suitability of premises, verification of the health and safety of care receivers, etc. No social care programme may operate unless approved by the Director for Social Welfare Services.
Social care programmes include:
- Infant and Toddler Care Centres
- Child Protection and Pastime Centres
- Home-Based Child Carers
- Homes for the Elderly and the Disabled
- Adult Centres.
The above programmes are subject to the following legislation:

3. The Laws on Child Protection and Pastime Centres – Law 2(I)/96 and Law 63(I)/2011
4. The Regulations on Child Protection and Pastime Centres – RAA 157/97 and RAA 144/2011
5. The Laws on Homes for the Elderly and the Disabled – Law 222/91, Law 64(I)/94 and Law 65(I)/2011
6. The Regulations on Homes for the Elderly and the Disabled – RAA 213/2000 and RAA 141/2011
7. The Laws on Adult Centres – Law 38(I)/97 and Law 64(I)/2011
8. The Regulations on Adult Centres – RAA 394/2000 and RAA 143/2011
